This position is in the Washington, D.C. National Office, Field Services & Education Department (FSED).  This position is a professional expert in the adult education and educational development, employee advocacy, workplace representative process and issues. The FSED is the department focused on promoting organizational change.  Its role goes beyond education and traditional servicing and attempts to link various portions of AFGE’s field operations to strengthen and retool local unions and Councils.  As such it seeks to promote a culture of permanent campaign mode and union transformation.  The FSED operates by performing the following  basic functions:  (1) providing technical guidance, training, information, and assistance; (2) developing policy options for the union; (3) conducting national-level liaison with government agencies;  (4) making full use of electronic media to communicate with all levels and groups within the Federation, (5)assisting locals and councils in the development of campaigns around issues that affect the membership, (6)integrating member education into the process of organizing and representation.

The department performs these functions in a wide array of program areas such as: labor-management relations and human resource management, and in a wide variety of delivery methodologies, such as casework, support to assigned bargaining councils, training institutes and conferences, position papers, and email and internet media.  Although all functions are subject to assignment at any time, the work variability is high, with cyclical shifts among emphases, from developing training modules, to conducting trainings, to developing educational materials.  Relatively frequent travel, sometimes on short notice, is required.

FSED’s services are provided in support of the National Officers, the National Executive Council, District Offices, other Departments, Bargaining Councils, and Locals.   The office works collaboratively, and depends on teamwork, mutual support, and creative thinking.


The incumbent is a professional expert in the adult education and educational development, online educational technology, employee advocacy, workplace representative process and issues, proficient in the labor-management relations, employee advocacy and workplace representation rights, processes, and related issues.  The incumbent will be involved in a full and varied range of activities in the core functions performed by the Department.   This will include:

  • Serve as the education/training advisor to assigned Districts/Councils.
  • Ability to serve as technological coordinator for development, facilitation and troubleshooting of online courses, both synchronous and asynchronous.
  • Assist Districts and Councils with planning and organizational development in conjunction with other members of FSED. This may include, but is not limited to, facilitating planning sessions as well as training others to facilitate. It shall also include designing and assisting in the design of programs to train in matters of organizational change and development.
  • Write and produce or coordinate with others in the writing and production of training materials, video programs, interactive computer programs, etc., for use in the field by AFGE staff, locals, councils, or university-based programs.
  • Deliver standardized training programs in conjunction with relevant staff and their programs.
  • Develop ideas for educating AFGE members about AFGE and for opening educational opportunities for AFGE members to enhance their careers.
  • Display an interest in and loyalty to the labor movement.
  • Develop ways to track the development of union leaders.
  • Remain fully informed on major events within the federal sector and D.C. government and ensure responsiveness of education program to the impact of these events on the membership and on the union’s goals and objective.   • The position will require the incumbent to independently confront new issues and problems and to creatively apply knowledge, research, analysis, and problem-solving abilities. Exceptional oral, written, and interpersonal skills are required.
  • Travel is required, sometimes on short notice, and extended work hours are required on occasion.


This job operates in a professional environment working to establish Federation and Departmental goals. The incumbent will routinely use standard office equipment such as computers, fax machines, scanners, and phones. Long hours are periodically required. The employee will periodically be required to do some lifting and/or move items over 10 pounds.


The incumbent exercises significant control over the work product and helps to ensure that AFGE and office goals and objectives are properly developed and met. 


  • Applicants must have completed a bachelor’s degree, plus three years specialized experience, including teaching experience.
  • A high level of knowledge, skills, and abilities in adult education.
  • Strong background in developing, designing, instructing, supporting, and coordinating online educational content
  • Demonstrated successful experience in adult education, including the ability to develop effective teaching modules and tools in a variety of educational formats.
  • Must be an effective team-oriented person who can work cooperatively in a diverse, political organization.
  • Exceptional communication and writing skills required.
  • Knowledge of the labor movement and union leaders preferred.
  • Proficiency with online educational software, such as Blackboard, Articulate, HTML, Captivate, Camtasia and Moodle.
  • Knowledge of event planning preferred.
  • A graduate degree in a related field is required to be hired at the 12/13 grade.
  • Must be legally employable in the U.S.
  • Applicant must have an interest in and loyalty to the labor union movement.
