POSITION OBJECTIVE

Serves as the lead for a team delivering training primarily to trainee and incumbent Maintenance of Equipment employees. Oversees the day-to-day training activities and follow-up of individual contributors on the team. Serves as the primary relationship manager with leadership in the Maintenance of Equipment Department (e.g., Assistant Chief Mechanical Officers, Foremen, administrative leadership) regarding all issues concerning training and recertification of employees in the relevant programs and locations. Responsible to analyze employee performance issues, including safety-critical issues, and to recommend and implement training and non-training recommendations to address those issues. Balances conflicting priorities to achieve training objectives. Leads, develops, and motivates Maintenance of Equipment training staff. Coordinates with other Assistant Director(s) on the team on planning and implementation of shared training responsibilities, including but not limited to recertification, refresher, and regulatory training. Coordinates with peers in the Training Department to implement joint program initiatives, address logistical/resource issues, and support program development efforts. Assists in assessment of team and organizational needs and establishment of plans to address those needs. Evaluates, recommends, and implements/facilitates learning activities to build future capabilities to support Metro-North Railroad in meeting organizational goals.

 

RESPONSIBILITIES

Manages the day-to-day activities of all team members and trainees, ensuring alignment with Training Department and client needs. Addresses issues in collaboration with unit, Training Department, and client department management. This includes, but is not limited to, overseeing the planning and implementation of all training activities, monitoring and evaluation of student progress, and organization of classroom and student schedules.

 

Assesses training programs on an ongoing basis, recommends changes as appropriate, and ensures effective implementation of changes. This includes, but is not limited to, quality improvements, delivery methodologies and mechanisms, and feedback/coaching strategies. Leads the team in assessing and reporting on student progress; ensures consistent and effective approach to student evaluation.

 

Maintains a strong alignment between the Maintenance of Equipment Department and the team by working with Maintenance of Equipment managers and support departments to develop and implement training programs that match organizational structures and staffing needs. Ensures effective communication with other teams and departments.

 

Leads, manages, coaches, and develops staff.

 

Keeps current with industry-leading training trends and operational trends through participation in MNR meetings, benchmarking, external partnerships and industry affiliations.

 

As needed, handles other responsibilities as assigned.

Preferred Qualifications

Working knowledge of automated Human Resources and learning systems (including TIMS, KRONOS, LMS)

               

Required Education/Experience

Bachelor’s Degree in Engineering, Operations, Business, Human Resources Management and/or related field. Demonstrated equivalent experience, education, and/or technical credentials to include four (4) additional years of related experience may be considered in lieu of degree.

Current qualification in one or more relevant areas of instruction, such as Railcar Electrician, Mechanics such as Electrician, Machinists, Sheet metal Worker, etc.

Minimum of five (5) years of related experience. Must include experience training and/or certifying employees in relevant crafts. Experience may include relevant training and qualification periods, as well as education in addition to or beyond the above requirement.

 

Preferred Education/Experience

Supervisory experience.

Experience working with a unionized workforce.

Training certification.

Customer service experience.

 

Other Information

This is a safety sensitive position and subject to toxicology testing.

As an employee of Metro-North Railroad you may be required to complete a New York State financial disclosure statement, if you earn more than $95,534.00 or if you hold a position designated as a policy maker.

Effective September 2017, all full-time non-agreement personnel other than those directly involved with the movement of trains or delivery of service, or assigned to other emergency response teams, are required to serve in the Station Terminal Auxiliary Response (STAR) program requiring Terminal coverage for Grand Central Terminal (GCT) from 4:30 PM-7:30 PM one week per year or responding to Station STAR duty during a service disruption, system-wide at various hours including nights and weekends.   This program is designed to improve Metro-North’s ability to provide customer service during emergencies that impact service delivery or other service disruptions that require staff to provide directions and information to MNR customers at GCT or outlying stations. Please note, hours worked during your participation week are subject to change.

 

Selection Criteria

Due to the competitive nature of the selection process, not all qualified candidates who meet the minimum requirements for the position are guaranteed an interview. If you are transferring to another craft, you may be required to forfeit your seniority in your present union.
