Summary: The Director of Education serves as a key member of the senior management team and assists the Assistant State Court Administrator of Education in managing the Education Division staff, and in the development and administration of a premier learning institution for judicial and court stakeholders.

Essential Functions:  This position is involved in either directly or indirectly ensuring that the Maryland Judiciary educational programs align with the overall goals and objectives of the judiciary. Provides leadership for and directs the day-to-day operations of the Education Division's departments, including Judicial Education, Professional Development, Educational Operations, and Technology Training and Educational Facilities. These departments provide professional development and continuing education for approximately 4,400 judicial branch employees, including judges, magistrates, court staff, and AOC employees at all levels. Establishes, reviews and revises policies and procedures. Ensures that high quality, results-oriented educational experiences are provided to all learners. Directs the development and implementation of new and ongoing educational curricula. Provide leadership and coaching to the leaders in the Education Division. Manage budget and finances. Performs other duties as assigned.

Requirements

Education: Bachelor’s degree from an accredited college or university.

Experience: Eight years of experience in developing, administering and delivering instructional programs for adults. Four years of professional management experience.

Skills/Abilities: Knowledge of principles of adult learning, adult education theories and practices, and instructional design. Knowledge of technology-based methods of adult education, including video production, instructional web design and delivery, and program administration. Knowledge of principles and techniques for training needs assessment, curriculum development, and strategic planning. Flexibility and ability to adapt to changing circumstances, needs, and opportunities. Knowledge of pertinent Judiciary policies and procedures. Ability to work collaboratively with high level, highly motivated, and experienced professionals. Ability to identify trends and future educational needs. Ability to develop and implement short and long-term plans, set priorities, and manage multiple tasks simultaneously. Knowledge of best practices in judicial education, professional development, technical training, and management of educational facilities and operations to provide guidance in each department’s subject area. Knowledge of performance measures, principles of supervision, and executive development to provide effective employee management. Knowledge of principles of adult education, methodologies, and delivery platforms. Ability to demonstrate skills in public speaking. Ability to demonstrate interpersonal skills, including collaboration, conflict management, and negotiation. Ability to identify areas for growth, create opportunities for experienced professionals to expand their capacity, and coach them in applying new skills. Ability to secure resources through effective budget management, internal and external partnerships, and external grants. Ability to communicate effectively to provide authoritative advice and recommendations regarding educational initiatives. Ability to exercise independent judgment, assess options, identify short and long-term consequences, recommend options and maintain confidentiality. Ability to analyze data, to solve problems, and make decisions. Ability to interpret data, policies, rules, and regulations. Ability to lead a team. Ability to communicate effectively.
