Position summary & job purpose: The Institute of Public Private Partnerships (IP3), a Tetra Tech company, is seeking an Instructional Designer to be based in Arlington, VA. Since 1994, IP3 has provided expert training and consulting advice to both public and private sector clients on best practices in public private partnerships (PPP), project finance, and utility management and regulation. This position is responsible for the analysis, design, and development of traditional and digital learning products. The Instructional Designer will work with industry consultants and subject matter experts to present advanced economic and public-policy content in an easily understood way for students that may utilize English as a second language. Oversees development projects and is responsible for timely task and assignment completion. Transitions traditional learning into digital formats using authoring software suites. Utilizes emergent learning methodologies to effectively design solutions that support learning objectives in each delivery format.


Position responsibilities:

  • Create engaging learning activities and compelling course content
  • Set instructional end goals and create content that matches them
  • Visualize instructional graphics, the user interface and the finished product
  • Analyze and apply trends and best practices in learning technologies and instructional design
  • Provide exercises and activities that enhance the learning process
  • Create supporting material/media (audio, video, simulations, role plays, games etc)
  • Devise modes of assessment, such as tests or quizzes, to measure the effectiveness of the course
  • Maintain project documentation and course folders
  • Converts traditional classroom learning to online and interactive web enabled formats
  • Provides guidance to contracted subject matter experts to collaboratively develop content for online and traditional classes
  • Work with subject matter experts to identify target audience’s training needs
  • Manages the design of course content to ensure that courses use emerging instructional methods and technologies
  • Creates multimedia course materials using a variety of software programs primarily using Articulate 360, Microsoft PowerPoint, Lectora, Articulate Rise, and other multimedia products when appropriate
  • Responsible for ensuring content meets Learning Management System (LMS) requirements and specifications
  • Responsible for reviewing, editing, and to ensure functionality of all course materials developed for online formats
  • Collaborates with other IP3 staff to identify and contract with new/additional instructors for courses offered
  • Leads and/or assists with developing and administering course evaluations and summarizing feedback
  • Assists with or may lead course accreditation process
  • Other duties as assigned to assist with training development, delivery, and marketing functions                



Essential KSA’s required (experience, skills, education, certification, etc.):

  • Minimum of 8 years’ experience working as a courseware developer or instructional designer with multimedia development experience utilizing web-based course authoring software.
  • Bachelor’s degree in courseware development, instructional design, or relevant subject area.
  • Proficiency with Microsoft Office applications.
  • Demonstrated Mastery of of E-Learning development tools, graphic design software, and learning management systems.
  • Proactive interpersonal interviewing, technical troubleshooting, and problem-solving skills
  • Celebrates feedback and collaboration as part of daily work interactions
  • Detail and deadline oriented with strong organizational and interpersonal skills
  • In-depth knowledge of learning theories and instructional design models
  • Lesson and curriculum planning skills
  • Basic HTML, HTML5, and Flash programming knowledge
  • Visual design skills (Dreamweaver, Photoshop, Illustrator)
  • Ability to write effective copy, instructional text, audio and video scripts
  • Excellent communication skills including written, verbal, listening, and presentation is a must

 Valued but not required KSA’s:

  • Instructional Design or Course Development Certification from ATD
  • Project Management (PMP) Certification
