This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Communicationss (OC), Creative Services Group, Division of Training.


If you have at least one year (52 weeks) of specialized experience in the following:


(1) Managing learning events in an on-line learning management system to provide reports and data to management;


(2) utilizing industry software products like Storyline, Captivate, Lectora, html, etc., to take existing content from other sources and create self-paced courses; and


(3) creating visual aids (such as infographics) that convey information in an appealing way,

In this role you will:

 

  • -Serve as a staff resource in instructional systems design and training administration functions.
  • -Conduct needs assessment and evaluations of training activities and the tehnologies associated with delivering them (i.e., LMS).
  • -Provide technical guidance and direction to contractor personnel and Federal colleagues in planning and developing new instructional systems designs and revisions to existing course designs.
  • -Develop training material such as narrative tests, supplemental study guides, instructor manuals, and case studies for instructor training programs.

  • Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements: 

    A degree which included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
    (1) Learning Theory, psychology of learning, educational psychology: Study of learning theories as they related to the systematic design, development, and validation of instructional material.
    (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
    (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs; including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
    (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
