Leads to develop and implement the division's training and development strategy so that the skills and performance of employees meet the organization's current and future needs. Leads all training and development activities to ensure they are conducted efficiently, cost-effectively, and in accordance with the organization's policies and standards.

Leads to analyze and identify the training and development needs of employees and develop an overall training/development plan to meet the current and future requirements of the organization. Develops, delivers, and evaluates training/development programs and curriculum so skills and performance of employees meet the organization's requirements.

Liaise with area managers to develop and implement training, development, and succession plans that are appropriate for their business needs and consistent with the overall training strategy. Leads succession planning efforts for AVPs and VPs, develops and implements a process for evaluating potential replacement and creating development plans for them. Oversight of the content development and delivery of programs designed to develop employee leadership capabilities, including curriculum management/development, selection of participants and subsequent leadership coaching/mentoring. Works with senior leaders to build and create new methods for developing leaders within division.

Selects and manages ongoing relationships with external consultants and training providers. Responsible for vendor management and budgetary management. Performs other duties as assigned.

Requirements

Required Education:

  • Bachelor's degree - Instructional Technology, Computer Science, Information Systems, Education, or related field OR
  • Four years of job related work experience, including management, supervisory, or team lead experience.

 Required Work Experience:

  • Seven years training, including curriculum development for IT instructional technology.
  • Prior team lead, supervisor, or management experience or equivalent military experience in grade E4 or above.
  • Experience in creating and presenting proposals to senior leadership.
  • Experience in gaining buy-in for strategic initiatives and then socializing those initiatives with an entire organization.

 Preferred Work Experience:

  • Consultative experience.
  • Understanding Psychometric behavior tools, such as Myers Briggs, Hermann Brain Dominance (HBDI), and Birkman. 
  • Implementing solutions across multiple teams. 
  • Leadership development experience.
  • Organizational development experience.
  • Process improvement experience.

 Required Skills and Abilities:

  • Ability to lead and work in cross functional teams with little to no direction. 
  • Strategic focus.
  • Ability to analyze current skills to identify skill gaps.
  • Ability to measures training ROI.
  • Ability to oversee the development of curriculums specific courseware to address skill gaps for I/T staff and end-users.
  • Ability to work with I/T to prioritize skills training and development imperatives.

 Required Software and Other Tools:

  • General word processing, database, and spreadsheet applications.
  • Standard office equipment; phone, copier, fax, computer, etc.

 Work Environment:

  • Typical office environment.
  • Some travel between office buildings may be required.
