The Manager of Learning and Development performs highly advanced (senior-level) managerial and professional human resources management work. Work involves providing oversight, guidance, and technical support on training initiatives, programs, projects, and evaluations. Provides leadership and consultation on training and skill development activities throughout the organization, working collaboratively with leadership and Executive team. Ensures compliance with state and federal training requirements. Works under minimal supervision with extensive latitude for initiative and independent judgment.  Plans, assigns and supervises the work of others.

WHAT YOU WILL DO:
Learning & Development (L&D) 
• Oversees and creates an overall learning and development strategy to align with TRS business objectives and organizational culture. 
• Develops, coordinates, and oversees the agency’s Leadership Development Program.
• Analyze learning and development needs to develop programs or modify and improve existing programs. 
• Conduct post-learning evaluations to understand successes and improvement opportunities for the designed solution while establishing methods for ensuring both consistency and quality.
• Delivers training using innovative adult learning theory, concepts, methods and techniques.
• Coordinate with internal and external stakeholders, manage vendor relationships, communicate outcomes, and follow-up on agreed actions.
• Identify key metrics and produce data/reports for key stakeholders to measure program effectiveness. 
• Manages and evaluates on-line training programs. 
• Manages the agency’s Learning Management System (LMS). Oversees the coordination and tracking of compliance training related to employment laws, fraud, ethics, investments, pensions, etc. 
• Plans, organizes, and directs the work of program staff.  
 
TRS Culture 
• Partners with the Director of Diversity, Equity and Inclusion (DE&I) to develop and implement a TRS education and training initiative to cultivate an organizational climate of inclusion and respect for all employees that includes unconscious bias and cultural intelligence training.
• Partners with Organizational Change Management to develop training materials in support of agency core values.
• Partners with Performance Excellence to create and/or support individual development plans.
 
Administrative
• Monitors and provides input to the L&D budget. May serve as contract sponsor and manage contracts for vendor providers. 
• Plans, coordinates and facilitates the agency’s Leadership team meeting.  Updates and maintains the leadership group distribution list.
• Oversees the TRS Education Assistance Program.
• Assists in developing, reviewing, and revising learning and development related policies and procedures.
Performs related work as assigned

Requirements

Minimum Education:
• Bachelor’s degree from an accredited college or university with major course work in human resources, business, public administration, organizational development, or a related field.
• High school diploma and additional related experience may substitute for the required education on a year-for-year basis. 
 
Minimum Experience:
• Seven (7) years of full-time experience developing learning strategies and managing major training initiatives.
• Three (3) years of experience managing or overseeing professional staff.
• Three (3) years of experience managing or overseeing leadership development programs or related human resources programs. Experience includes providing advice and consultation to all levels of management on OCM or learning and development programs.
• Experience may run concurrent.
