Project Objective:

The USAID Bureau for Global Health Professional and Organizational Development II (GHPOD II) Project’s primary objective is:  To strengthen USAID health sector staff capacity to lead and manage health programs by providing resources, sharing knowledge, building capacity, managing performance, and maximizing learning opportunities. This is accomplished by providing a variety of Professional Development activities for health sector staff world-wide that focus on skills and competencies in health sector technical areas, management, leadership, personal and team effectiveness and staff performance management.

Position Description:

Social Impact is seeking a Professional Development (PD) Advisor to design, deliver and evaluate professional development activities (domestic and international) of the GHPOD II Project.  The candidate should also be someone experienced with or interested in learning to use blended learning technologies.


Serve as a PD Advisor for training courses. Roles and responsibilities include, but are not limited to:

Professional Development Courses

  • Design, develop, and facilitate, highly interactive, customized training courses primarily in the areas of management, leadership, communications, presentations, creativity and innovation.
  • Incorporate a blended learning and spaced learning approach to course design, leveraging innovative learning technologies and applying adult learning principles.
  • Train or facilitate at Professional Development events, domestically and internationally.
  • Design and create educational materials to enhance learning experiences, including facilitator guides and participant manuals, job aids, videos, audio, tutorials, infographics, learning burst emails, and surveys.
  • Facilitate and foster in-person and online learning communities.
  • Stay abreast of advances in instructional strategies, delivery methods, and learning technologies to continuously improve and innovate Professional Development offerings.
  • Design and implement quality assurance processes to ensure materials are of the highest quality; foster continuous improvement by involving the Monitoring, Evaluation and Learning Advisor as well as other participating staff in using evaluation results to improve training design and delivery.
  • Support capacity building efforts within the GHPOD II team by sharing best practices and insights that will increase the effectiveness of the team.

Activity Management

  • Serve as Point of Contact, coordinating internal staff, client interface, and consultant management.
  • Develop scope/budget/timeline for assigned training activities.
  • Identify qualified consultants, where necessary, to carry out training; guide consultant’s activities and ensure consultants remain within scope/budget.
  • Provide oversight to consultants and program coordinator to ensure smooth training delivery.
  • Share results/findings during regular Professional Development team meetings.
  • Provide weekly activity updates.

  • Masters degree in education, instructional design, international development, or related discipline and demonstrate knowledge of and skills in adult learning techniques. Minimum of ten years of experience.
  • Experience developing, designing and evaluating professional development trainings in the areas of management, leadership, communications, presentations, creativity and innovation.
  • Experience in designing, implementing, and/or evaluating multi-faceted learning and training programs including distance-learning, instructor-led training, blended and spaced learning opportunities.
  • Ability to identify and manage consultants for the design and delivery of professional development trainings.
  • Strong interpersonal skills and strong collaboration skills
  • Strong writing and presentation skills in English; a writing sample will be required.


  • Experience with educational technologies such as Learning Management Systems, Articulate 360 and Rise, Adobe Captivate, Adobe Connect, GoAnimate, Piktochart, Adobe Creative Cloud applications, and Kahoot.
  • Experience with the US government, experience with USAID preferred.
  • Involvement in communities of practice, learning-related organizations, and/or professional associations.
