Illinois Action for Children is looking for a driven, outgoing professional motivated to impact systems through collaborative work and innovative thinking. Provider Programs Curriculum Manager will develop and manage professional development training curriculum for Illinois Action for Children. The Curriculum Manager will also work to build the strategy and process for a centralized curriculum development program. The Curriculum Manager will work with department Directors to develop and deliver education for licensed and non-licensed child care programs through fee for service work, in-person training and various platforms including webinars, online learning modules, conferences and regional events


  1. Develop and execute a learning and development strategy in collaboration with internal and external subject matter experts, key stakeholders, and other resources within the timelines established for the program. Work closely with provider resources team to ensure quality and consistency of learning experiences that extend across sectors of the state
  2. Plan, communicate and implement Gateways to Opportunity statewide learning strategies and practices, including the use of appropriate models to best serve the needs of diverse communities.
    1. Provide project management expertise in the conception, development and deployment of learning solutions ensuring clear goals, meaningful metrics, and positive outcomes for participants
    2. Develop program delivery methodology in partnership with Gateways to Opportunity to maximize training access and effectiveness
    3. Develop technical assistance and training strategies to support internal and external dissemination of content
    4. Manage the overall development, daily maintenance and growth of learning across various platforms, including providing analytics
    5. Responsible for recruiting high quality trainers, assessing trainers and communicating with provider resources staff and community partners to ensure quality trainers and service to participants
    6. Create, through collaboration with the External Relations Department, all communication and event marketing plans and materials
    7. Collaborate closely with the marketing team to ensure successful promotion of education offerings to meet the needs of our target audience
    8. Assess training needs directly and in conjunction with collaborations to ensure learning opportunities meet community needs and strengthen capacity
    9. Implement, evaluate, grow and maintain training plan.
      1. Assess and monitor the effectiveness of all learning, development, and training and technical assistance offerings against defined metrics for continuous improvement. Coordinate the collection of data for use in assessment, planning and improvement; creates recommendations to improve systems as needed
      2. Develop training assessment in partnership with Research and Evaluation to track, measure ans assess outcomes as defined across department
      3. Collaborate with the Illinois Network of Child Care Resource and Referral Agencies (INCCRRA), local early childhood collaborations, and subject matter experts using data to identify topics, trends, needs, gaps, and development needs etc. for statewide training
      4. Serve as Gateways to Opportunity staff liaison
      5. Remain current on adult education technology and techniques
      6. Keeps records and prepares reports as required
      7. Other Functions: The organization may assign other functions to the job at its discretion


  • BS/BA or higher in education, organizational psychology, association management, business, human resources, training and development, instructional design or a related field directly applicable to this role
  • Minimum 5 years of relevant and proven professional responsibility for the execution and project management of adult education programs o
  • Strong knowledge of the early childhood landscape in Illinois
  • Strong knowledge of the public education system and its professional development systems preferred
  • Knowledge and demonstrated experience of contemporary practice in adult learning theory and educational curriculum development; industry trends and delivery methods (i.e., e Learning; blended learning approaches, webinars,)
  • Previous successful development and launch of online learning courses experience highly desired
  • Experience with online program management and development
  • Experience writing, reviewing and editing educational materials
  • Proficiency in Microsoft Word, PowerPoint and Excel. Knowledge of GotoWebinar and Zoom preferred
  • Some statewide travel is required
