The City of Norfolk is seeking an experienced and dynamic talent development professional to support Learning and Organizational Development for Norfolk employees.  As a Senior Training and Organizational Development Specialist, you will design innovative learning and development experiences, create and manage the implementation of organizational development solutions, and facilitate learning for all levels within the organization.

 Essential functions include but are not limited to:

Design, implement and manage organizational development initiatives such as team building, mentoring, executive coaching, and succession planning.  Build relationships through consultation with clients to fully understand needs and align solutions.

  • Support the creation and enhancement of learning experiences including needs assessment, curriculum design, and content development, creation of participant guides, handouts, and exercises utilizing instructional design methodology and principals of adult learning theory.
  • Regularly facilitate classroom training and development programs for new employees, non-supervisory employees, supervisors, middle managers and senior management.  Classroom topic areas include new employee orientation, foundations for new supervisors, performance management, creative problem solving, succession planning, time management, and diversity and inclusion.
  • Facilitate leadership development programs including workshops, focus groups, coaching, and presentations.
  • Develop courses in a variety of formats including online learning.
  • Support the development of reference guides and online training for the employees and supervisors in the use of the Human resources Information System.
  • Evaluate the effectiveness of learning and development programs and implement recommended changes or enhancements.
  • Utilize the learning management system to coordinate learning experiences and track participant completion.
  • Assumes the duties and responsibilities of the Human Resources Manager during her absence.



Work requires broad knowledge in a general professional or technical field.  Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent. 

Four (4) years of experience in training and organizational development.

The preferred candidate will possess:

Four (4) or more years of demonstrated experience utilizing analytical methods or techniques related to training and organizational development;

  • Expertise in leadership development, personality assessment, change management, conflict resolution, team building, coaching, mentoring, and diversity and inclusion.
  • Experience consulting with and delivering organizational development services to leaders;
  • Experience developing and managing large projects;
  • Experience developing online training content; and
  • Experience with Learning Management Systems.
