Where You Will Work:

Located in Boulder, Colorado, the University Corporation for Atmospheric Research (UCAR) serves and participates in a collaborative community of researchers and educators who are dedicated to understanding the atmosphere -- the air around us -- and the complex processes that make up the Earth system, from the ocean floor to the Sun’s core. We manage the National Center for Atmospheric Research (NCAR) on behalf of the National Science Foundation and the university community.


What You Will Do:

The Talent and Learning Development Manager will build, scale, and implement talent management programs that will support the development of UCAR as a leader and diverse employer of choice within the scientific community. Leads learning initiatives through working with organization leaders to identify and deliver program needs, embracing new ideas, and delivering multi-platform programming.


Developing the Workforce:

  • Develop, initiate, and maintain workforce planning, retention, and succession management programs.
  • Provide expertise in support of the design and development of the talent review process to understand and create an internal pipeline of top talent.


Learning Management Program Design, Development, and Delivery:

  • Act as a strategic partner and advisor to HR colleagues and business leaders across the organization. 
  • Oversee the learning management portfolio to meet professional and leadership development needs. This includes ensuring the successful coordination and delivery of the UCAR Leadership Academy, a central leadership program for leadership development.
  • Develop robust project plans, timelines, and communication plans in support of training initiatives, including the presentation and delivery of executive summaries for leadership.
  • Make sound financial decisions to manage training programs within agreed budget parameters.


Career Development:

  • Counsel and provide career development and education development advice and resources to leadership and staff.
  • Oversee the employee professional development planning process to include coaching, mentoring, and creating actionable development plans, and recommending appropriate development experiences.

Monitoring & Evaluation of Program Effectiveness


Education Requirement:

  • Bachelor’s degree in Business, Human Resources, Organizational Development, or related discipline, and a minimum of eight years of experience.


Required Knowledge, Skills, and Abilities:

  • Extensive experience in learning and organizational development, including experience implementing workforce planning, retention, and succession management programs.
  • Expertise in learning research, theory, systems thinking, change management.
  • Proficient in latest learning and development technology, including learning management systems.
  • Knowledge of current trends and practices in learning and development and human resources.
  • Excellent skills in embracing new ideas, working with leaders to identify and deliver program needs and delivering multi-platform programming.
  • Engaging, dynamic, proactive individual with advanced interpersonal and communication skills, with the ability to build relationships at all levels.
  • Ability to work collaboratively across various functions and work independently.
  • Able to manage multiple projects to ensure delivery against time, quality, and cost.
