Role Purpose:
The Training and Development Manager is an integral part of the Human Resources team, collaborating with Leadership teams, HR business partners and stakeholders across the organization to support and consult on organizational learning needs. Primary responsibilities include leading initiatives to assess and maximize employees' talents, skills and creativity, all in support of the County's leadership philosophy, culture, vision and values. 
What you'll be doing:
Playing a key role leading and evaluating employee training to achieve the County's strategic goals and high performance objectives;
Building and leading a team of HR professionals and countywide training teams;
Collaborating with stakeholders at all levels to determine current learning needs and performance gaps and to anticipate those driven by the future innovations and technology;
Leading supervisory leadership training development throughout the organization;
Designing multi-model training solutions that result in improved employee engagement, retention and high performance;
Leading and collaborating on initiatives which foster positive change management and employee engagement; and
Serving as a trusted advisor to senior leadership on adult learning, training and development.

ENTRY SALARY RANGE: $81,432.00 - $109,863.00

Plans, develops and implements training programs to ensure the organization provides the knowledge, skills and resources to implement and sustain the County's leadership philosophy, strategic goals, vision and values.
Researches, plans, implements and manages County-wide activities to increase organizational engagement and effectiveness.
Collaborates, advises and serves as a member of the Human Resources Management team.
Designs custom training modules and implements e-learning platforms.
Works with subject matter experts from throughout the organization to create course content.
Hires and oversees trainers who teach classes and training programs.
Leverages technology and develops and introduces mulita-model techniques to improve learning and performance.
Develops and implements long and short term learning and employee development strategies and initiatives.
Plans, develops and manages division budget and performance measures which demonstrate a strong return on investment.

Comprehensive knowledge of the principles and practices of human resources management, Training and Development;
Comprehensive knowledge of the principles, practices and techniques of adult education and learning and tools used to prepare and present adult course development and curriculum;
Thorough knowledge of the principles and techniques of planning and development;
Thorough knowledge of federal, state and County laws as they apply to functional specialty areas;
General knowledge of the County's budgetary process;
General knowledge of County contracts that are applicable to a specific assigned area;
General knowledge of other specialty areas;
General knowledge of governmental organization and administration; knowledge of the principles and practices of training County employees in specialty human resource policies and procedures or system usage;
Ability to prepare materials for presentation;
ability to analyze complex issues in a specific human resources and develop solutions;
Ability to provide effective services;
Ability to use standard and/or specialized computers and applicable software effectively;
Ability to interpret and recommend changes to Human Resources policies and procedures or other financial policies and procedures;
Ability to negotiate contracts; ability to plan, assign, direct and evaluate work of subordinates;
Ability to present ideas effectively both orally and in writing;
Ability to establish and maintain effective working relationships with County officials, supervisors, employees and the general public;
Ability to conduct comprehensive analytical evaluations and studies and to prepare related reports and recommendations.




Any combination of education and experience equivalent to a Bachelor's Degree with major work in personnel management, business administration, organizational development, or related field, and 3-5 years professional experience in training and development and 1-2 years supervisory experience.
